五輪を目前に控える首都・北京では今、急速に街の再開発が進んでいる。古い家屋が姿を消すかわりに、巨大なマンションがそびえ立つニュータウンがあちらこちらに広がっている。その数３０００以上。 従来、国家から住宅が分配されてきた社会主義・中国では、職場を中心とする公営住宅が人々の住まいだったが、市場経済化で個人が住宅を買えるようになったのだ。人々は夢にまで見たマイホームを手に入れ、ニュータウンに移り住む、しかしそこでトラブルが起きている。その多くは、住民の“自治”をどれだけ認めるかをめぐる争いだ。自分たちで「管理組合」を組織し、初めて“自治”に乗り出そうとする住民に対し、歓迎しないニュータウンの管理会社などが妨害を加える動きに出ている。住民の“自治”は本当に実現するのか？あるニュータウンを舞台に、その顛末を追う。
