中国の首都・北京。現在、最も大きな課題の一つが、水の確保だ。２００８年オリンピック開催が決まって都市の発展が急速に進み、建設ラッシュ、洗車場の増加、街の緑化などにより、必要な水の量は圧倒的に増えた。ところが、主要なダムの貯水量は、ここ５年で、３分の１に減っているのだ。こうした中で、今、北京の水を確保するため、さまざまな対策が打ち出されている。今回は、北京市水務局の取締官の活動に密着した。取締官は、日々、水の浪費が目立つ建設現場や飲食店などを抜き打ち検査している。また、公共用水が盗まれる事件なども頻発しており、摘発に向かうこともたびたびだ。一方、上流の村では、北京に水を供給するため必死の取り組みが行われている。水不足解消の願いを込め、人工降雨ロケットも打ち上げられる。暮らしや産業の要とも言うべき、水の問題に迫る。
